Port Arthur Economic Development Corporation is soliciting bids for detention ponds rehabilitation at the Port Arthur EDC Business Park in Port Arthur, Texas, with sealed bids due July 15, 2026 at 2:00 p.m. A non-mandatory pre-bid conference is scheduled for June 30, 2026 at 10:00 a.m. at the Port Arthur EDC office.

The scope includes removal and disposal of all fencing around four pond areas; clearing all vegetation including roots from ponds and ditches with disposal; grading and seeding pond side slopes; re-grading and seeding ditches; installing new chain-link fencing and gates; installing concrete rip-rap; and final site cleanup. The Port Arthur EDC will award on a lump sum and unit price basis to the lowest responsive bidder and reserves the right to award all bid segments or, if fiscal constraints exist, as many segments as possible in order of construction preference. Bid security of 5% of the greatest amount bid is required in the form of a certified or cashier's check from a Texas bank or a bid bond from a surety authorized to operate in Texas. Performance and payment bonds are required from the successful bidder. Liquidated damages are $500 per day for failure to meet the completion deadline. Monthly payments are made at 90% of work completed on or about the 25th of each month, with 10% retained until final completion. Bidders may hold bids for up to 60 days following opening while the Port Arthur EDC reviews submissions and investigates qualifications. The Port Arthur EDC is exempt from state sales and use taxes; no sales or use taxes are to be included in bids. Complete bidding documents are available online at www.civcastusa.com at no cost or from Soutex Surveyors & Engineers for a non-refundable $75 fee.
