About this opportunity

The City of Thomaston, Georgia, located in Walker County, is issuing a Request for Proposals (RFP) to procure administrative and related grant services for a Community HOME Investment Program (CHIP) project. The procurement seeks qualified consulting firms to provide comprehensive grant administration support for an FY2026 CHIP initiative focused on constructing attainable single-family housing units in the Northeast Thomaston Urban Redevelopment Area. Required deliverables and services include preparation of environmental review records, draw and disbursement requests, financial administration and record-keeping assistance, public hearing coordination, property acquisition compliance with the Uniform Relocation Assistance and Real Property Acquisition Act (URA), bid document preparation and advertising, Davis-Bacon labor compliance oversight, Affirmatively Furthering Fair Housing (AFFH) requirements support, and close-out documentation. Qualified respondents must demonstrate a strong record of successfully assisting local governments with CHIP implementation and must provide statements of qualifications addressing firm history and resources, experience with HOME/CHIP/CDBG and other Department of Community Affairs (DCA) grant programs, capacity to complete the scope of work, current workload assessment, proposed scope and level of service, experience with similar projects with references, and fees for both grant writing and grant administration services. The deadline for proposal submission is 5:00 PM on January 14, 2026, which is 30 days after the December 15, 2025 publication date. Proposals should be directed to Mr. Taylor J. Smith, Economic Development Director, City of Thomaston, 106 E. Lee Street, Thomaston, GA 30286, by telephone at 706-601-4520 or by email at TSMITH@CITYOFTHOMASTON.COM.

All contracts are subject to federal and state provisions prescribed by the Georgia Department of Community Affairs and must comply with applicable HUD-related legislation, including Title VI of the Civil Rights Act of 1964, the Fair Housing Act, Section 504 of the Rehabilitation Act of 1973, Title II of the Americans with Disabilities Act of 1990, and the Architectural Barriers Act of 1968. Section 3 Business Concerns are specifically encouraged to apply, and applicants may include applicable Section 3 certification forms in their submissions to demonstrate disadvantaged enterprise status. No specific award value or budget range is disclosed in the RFP; however, the scope and complexity of services required suggest a substantive consulting engagement. No incumbent vendors or current contractors are identified in the procurement documents. The City of Thomaston reserves the right to accept or reject any and all proposals and to waive informalities in the proposal process, providing the procuring entity discretionary authority in final selection decisions.
