About this opportunity
Early County, Georgia is seeking a consultant to provide comprehensive administrative services for federally funded community and economic development projects. The procurement opportunity covers grant writing and administration services for various federal funding sources, including Community Development Block Grant (CDBG), Redevelopment Fund Projects (RDF), Employment Incentive Program (EIP), Economic Development Administrations (EDA) Projects, and Southeast Crescent Regional Commission (SCRC) Projects. Qualified consultants must demonstrate expertise in grant administration tasks such as preparing grant applications, developing Environmental Review Records, processing draw/disbursement requests, managing financial administration, conducting public hearings, and ensuring compliance with federal regulations like the Uniform Relocation Assistance Act and Davis-Bacon labor requirements. The proposal requires consultants to assist with bid document preparation, advertising, bid openings, and meeting Affirmatively Furthering Fair Housing (AFFH) requirements. The contract opportunity is posted on February 12, 2025, with proposals due by March 17, 2025, and plans to contract within one year of the notice.
The procurement explicitly encourages Section 3 Business Concerns to apply, which indicates a preference for businesses owned by or employing low-income residents in the project area. The opportunity is subject to 2 CFR 200 procurement requirements and may lead to additional project contracts or contract addendums for planning and administrative services. While specific budget ranges are not detailed, the comprehensive scope of services suggests a potentially significant engagement. The attached documentation includes a Grant Administration RFP, a scoring sheet for evaluating proposals, a Section 3 Solicitation Package, and a statement of qualifications document. Potential respondents must demonstrate a strong track record of successfully assisting local governments with federally assisted project implementation. The procurement appears to be open to consulting firms with expertise in grant administration, community development, and federal project management.
