About this opportunity
The Town of Avon, Massachusetts is seeking proposals to provide part-time, contractual property tax administration services to assist the Board of Assessors in the day-to-day management and operations of the Assessor's office. The required services include preparing assessment calendars, providing staff training, preparing Department of Revenue reports, conducting assessment-to-sale ratio studies, overseeing interim year and triennial certification processes, managing assessment records and GIS resources, interfacing with the public, reviewing abatement requests, and representing the Board of Assessors at Appellate Tax Board hearings. The Town is looking for a provider with experience as a principal assessor, specialized valuation and tax administration coursework, experience with CAMA systems and GIS, and knowledge of the MIP Abila Fund Accounting software. Proposals will be evaluated based on 13 criteria, and the Town will award a 3-year contract commencing on July 1, 2024 to the most advantageous proposal from a responsible and responsive proposer, taking into consideration both price and technical factors. Proposals are due on March 29, 2024.
The RFP does not mention any set-aside designations or restrictions on the types of organizations that can respond. It also does not list any incumbent vendors or current contractors, or specify any existing infrastructure or technology that requires integration. The RFP indicates that the Town of Avon is a smaller community and does not require full-time (5 days/week) services, but does not provide any specific award values or budget ranges.
