About this opportunity

The Connecticut Department of Administrative Services is soliciting proposals under RFP 26PSX0192 on behalf of the Connecticut Department of Public Health for property management services at the Dr. Katherine A. Kelly State Public Health Laboratory in Rocky Hill, with a mandatory site visit on November 10, 2026 at 10:00 a.m. ET and proposals due December 1, 2026 at 3:00 p.m. ET. The solicitation is open to all vendors. Proposers arriving 15 minutes or more after the site visit start have their proposals rejected.

The facility comprises 99,389 square feet of laboratory and administrative space on 21.941 acres, housing Bio-Sciences, Bio-Chemistry, and Environmental Chemistry operations and a Biosafety Level 3 laboratory that requires specialized federal and state certifications. Laboratory operations process over 260,000 samples and perform more than 2,000,000 analyses annually. Exhibit B1 adds property management for additional properties as required, priced per square foot across occupied office buildings, occupied campuses, vacant facilities, parking lots, and laboratory facilities.

Pricing covers a management fee and hourly payroll for administrative and building positions. The mandatory Exhibit B lists a Property Manager, Chief Building Engineer, and Trades Worker at 40 hours per week each. Exhibit B1 adds an Assistant Property Manager, Administrative Assistant, Building Supervisor, General Maintenance Worker, HVAC D2, Electrician, and Heavy Cleaner. Hourly rates must include retirement, life and health insurance, vacation, sick, and holiday pay, FICA, FTUA/SUTA, workers' compensation, uniforms, and cell phones. Exhibit B2 offers alternative pricing if applicable. Prices must be submitted in decimal form, net of all costs, with no sales or excise taxes. Prevailing wage requirements apply under Connecticut General Statutes Section 31-53(a), with standard wage rates under Section 31-57f for certain service workers. Price schedules adjust for mandated minimum wage increases.

The contract term runs five years, February 1, 2027 through January 31, 2032, in five one-year periods, with possible extension for additional terms not to exceed the original length. The contract replaces prior award 16PSX0152 in part or in total. Invoices are due 45 days after acceptance of services, or 25 days for certified small contractors or minority business enterprises. Proposals remain valid for 60 days from the due date.

Evaluation criteria, in order of importance, are Contract Execution and Continuing Deliverables Plan, Resources and Deliverables, Pricing, Client References, and Company Profile. Proposers must provide three references from separate organizations with similar experience. Vendor questions are due November 18, 2026 at 3:00 p.m. EST, and responses must be submitted through CTsource.
