About this opportunity

Central Consolidated School District (CCSD), located in San Juan County on the Navajo Reservation in New Mexico, is requesting proposals for propane services on an as-needed basis to fifteen school facilities and related district buildings, with proposals due October 6, 2026 at 3:00 p.m. MST via the Bonfire eBidding platform. New Mexico Resident Business and Resident Veteran Business preferences apply where valid certification is provided.

The scope encompasses propane supply and delivery to four high schools, three middle schools, nine elementary schools, a warehouse, an administration building, three transportation sites, an IT office, and 112 teacher housing units across multiple remote locations in Kirtland, Shiprock, Newcomb, and Naschitti. The contractor must provide, install, and permit all propane tanks at its own expense without service interruption; manage on-call and smart-fill delivery scheduling; and coordinate tank transitions if vendor changes occur. The vendor must hold all required professional licenses and certifications, maintain workers' compensation and general liability insurance with minimum coverage of $1 million per occurrence (naming CCSD as additional insured), and provide bonding and debarment certifications.

The contract period runs from July 1, 2026 through June 30, 2027, with three optional renewal years (2027–2028, 2028–2029, and 2029–2030) contingent on available funding, satisfactory service, and mutually acceptable terms. Pricing proposals must specify costs for HD5 Grade propane per year for all four contract years, including installation charges, emergency service costs, travel and mileage fees, and other applicable charges, with taxes listed separately.

Evaluation weighs cost (50 points, based on lowest responsive bid), qualifications (30 points), experience and personnel knowledge (20 points), and potential interviews (50 points). Written questions are due September 24, 2026, with responses provided by September 28, 2026. Oral presentations and board approval are scheduled for dates to be determined. Addendum 1, 2, and 3 have been posted as of September 11, 2026.
