About this opportunity

The City of Philadelphia is soliciting quotes for promotional items as a micro purchase, with quotes due August 21, 2026. Award will be made to the lowest responsive and responsible bidder on an as-a-whole or line-item basis, whichever serves the City's interest. Bidders must quote all items to be eligible for award. The scope includes promotional merchandise such as bistro mugs and items bearing the CLIP logo; sample images and a logo asset are provided as reference materials.

The contract value ceiling is $45,000, adjusted annually by the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020, to the most recently published CPI-U and rounded to the nearest $1,000. The contract term is 365 days from the effective date, with no purchase orders permitted after the close of business on the last day of the term. All products must be delivered FOB Destination Point at net prices, exclusive of taxes; the City is exempt from federal excise and transportation taxes and Pennsylvania sales and use tax.

Bidders must submit electronic quotations through PHLContracts and complete and execute the required Consent and Authorization Agreement prior to the bid deadline. Award decisions will be made within 60 days of submission. Quoted prices and terms remain valid for 60 days from submission or throughout the contract term for requirements contracts.

Bidders must maintain workers' compensation insurance at statutory limits, general liability insurance with a $500,000 per-occurrence limit, and automobile liability insurance with a $300,000 per-occurrence limit. All quoted prices must remain firm; no modifications are permitted after bid opening. The City reserves the right to reject any and all quotes, accept quotes from multiple sellers, and accept quotes on any one or more items without accepting all items. An optional LGBTQ Applicant Data Form is available for self-identification by LGBTQ-owned enterprises.
