About this opportunity

The City of Aurora, Colorado is seeking bids for the Prologis Lift Station Demolition project, a comprehensive infrastructure decommissioning initiative under Project No. 5990A. The procurement is an Invitation for Bid (IFB) for a demolition and site restoration contract involving the complete removal of an existing lift station, abandonment of an 8-inch force main, and site rehabilitation. Key deliverables include removing all above-ground appurtenances to 3 feet below grade, filling below-grade structures with sand, and restoring the site to pre-existing conditions. The project requires full demolition of the lift station's structures, mechanical, electrical, and HVAC systems, with specific requirements for utility coordination, environmental controls, and site restoration. A pre-bid conference is scheduled for July 8, 2025, at 9:00 a.m. via Microsoft Teams, with bid opening set for July 31, 2025, at 2:30 p.m. local time. The project has a substantial completion timeline of three months after the Notice to Proceed, with final completion required within four months, and liquidated damages of $1,300 per day for timeline non-compliance.

The bid is restricted to four pre-qualified prime contractors: J.R. Filanc Construction Company, Reynolds Construction, Glacier Construction, and Concrete Works of Colorado. A 5% bid bond is required, and the City has implemented a Small Business Enterprise (SBE) Program mandating that large businesses make a good faith effort to award at least 10% of subcontracting dollars to SBEs. The project is subject to Colorado labor requirements, which mandate a minimum of 80% Colorado labor. The estimated project cost ranges between $475,000 and $530,000, with a $40,000 allowance for minor contract revisions. Bidders must comply with state immigration laws, provide necessary documentation, and adhere to specific technical specifications detailed in the project manual and attachments. The project site is located entirely within a 100-year floodplain, requiring a floodplain development permit and specific environmental considerations. Additional requirements include salvaging certain components for delivery to the SEAM facility and coordinating with local utilities like Xcel Energy.
