About this opportunity
The City of Baltimore's Department of Recreation and Parks (BCRP) is seeking proposals from qualified consulting firms to provide on-call historical architectural design services. The selected consultants will have experience in the rehabilitation of historic buildings and park structures, the design of historic parks and open spaces in an urban setting, and familiarity with the International Green Construction Code. Additionally, the consultants must have expertise in preparing reports that include field investigations, feasibility studies, and cost estimates, as well as providing archaeological investigations, archive and document management, and research-based creative strategies for community outreach. Each contract will be limited to an estimated fee of $4,000,000 and will have a duration of three years, with an optional one-year extension. The proposal submission deadline is July 26, 2024, by noon, and BCRP reserves the right to conduct a second interview with eligible firms.
The contract has Minority Business Enterprise (MBE) and Women's Business Enterprise (WBE) participation goals of 25.30% and 20.70%, respectively. Firms are responsible for verifying the certification status of any proposed MBE or WBE subcontractors. The City of Baltimore's Local Hiring Law also applies to this contract, requiring a certain percentage of local hires. BCRP encourages consulting firms with the specified experience, including those who have not previously worked with the City of Baltimore and those currently working with the City that have the capacity to deliver the required services.
