About this opportunity

The Town of Glastonbury is soliciting qualifications for project management and engineering services to oversee code compliance, abatement, and remediation of a privately owned industrial propane bulk plant and hazardous materials facility at three Commerce Street and Oakwood Drive locations, with submissions due September 3, 2026 at 11:00 a.m. EDT through the Town's Bonfire portal.

This is a town-directed and court-ordered engagement funded through private escrow established by a Superior Court stipulated judgment dated March 20, 2026. The scope encompasses site control, design of remediation plans, procurement of remediation contractors, oversight of contractor work, regulatory coordination across fire and life safety codes, zoning, wetlands, hazardous materials, and local blight ordinances, and project closeout. The consultant will serve as the Town's representative and coordinate with the U.S. Environmental Protection Agency and state fire marshal offices.

Minimum qualifications require demonstrated experience managing hazardous materials remediation projects with contract values of at least $150,000 per project, EPA and state fire marshal coordination experience, familiarity with NFPA codes 1, 25, 55, 58, and 101, and strong owner's representative and project management skills with capability to track fees and billing as requested. The consultant must obtain and maintain comprehensive insurance including Worker's Compensation (statutory limits), Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 per accident), Professional Services Liability ($1,000,000 per claim / $1,000,000 aggregate), Pollution Liability ($1,000,000 per claim / $1,000,000 aggregate), and Umbrella/Excess coverage ($1,000,000).

Compensation is a lump-sum fee to be determined through proposal evaluation, invoiced monthly in proportion to work completed, with payment due within 30 days of approval. The Town will not reimburse costs beyond specifically authorized reimbursable expenses at actual cost incurred. The preliminary project schedule anticipates onsite review beginning September 2026, consultant plan approval by October 2026, site security and access controls by October 2026, remediation plan approvals by fall 2026, remediation commencement in fall 2026, substantial completion by spring 2027, and final completion by summer 2027. The selected consultant is expected to commence immediately upon contract execution, with an anticipated overall project duration of approximately 12 months. All vendors are eligible to respond. The Town evaluates proposals primarily on qualifications, with fee as a secondary factor, and reserves the right to reject any or all responses.
