About this opportunity

The City of Boston Public Facilities Department is soliciting statements of qualifications (SOQ) from trade contractors for the North End Community Center project at 471 Commercial Street, Boston, with SOQ packages due August 12, 2026 at 12:00 p.m. This is a prequalification round; contractors scoring 70 points or greater and meeting all mandatory requirements will be invited to submit bids in a subsequent Request for Bids process. Prevailing wages under M.G.L. c. 149A apply.

The project entails demolition of the existing Mirabella Pool facility and construction of a new four-story BCYF community center with an aquatic facility containing two new pools, designed to achieve LEED Silver certification and Net Zero Ready performance. The City is seeking trade contractors across fourteen separate trades: masonry, HVAC, electrical, plumbing, roofing and flashing, fire protection sprinkler systems, and miscellaneous ornamental work, among others. Estimated trade values range from $257,768 for tile work to $5.4 million for electrical work.

Submissions must include commitment letters for payment and performance bonds, DCAMM certification, and a DCAMM Subcontractor Update Statement. Contractors may submit electronically via the Trimble Unity Construct Bidding Module or by hardcopy to the PFD Bid Counter at 26 Court Street, 1st Floor, Boston, MA 02108 (hardcopy requires one bound copy plus two USB flash drives in PDF format). Technical questions are due August 3, 2026 at 12:00 p.m. The PFD expects to complete SOQ reviews by September 10, 2026. The expected contract duration is 550 calendar days, with project completion estimated for Spring 2028. Upon completion of evaluations, SOQ contents (excluding financial information) will be available for public inspection.
