About this opportunity
The California Department of General Services, Executive Office of Sustainability, is soliciting sealed bids on behalf of the California Department of Water Resources for electric vehicle supply equipment installation at the Chrisman Pumping Plant in Kern County, with bids due July 28, 2026 at 2:00 p.m. This project is open only to Small Business and Micro Business contractors certified through the California Department of General Services, Office of Small Business and DVBE Services — a restrictive set-aside that filters all bidders.
The scope comprises installation and electrical connection of EVSE infrastructure, including one new disconnect switch, one new transformer, one new panelboard, and new feeders serving four dual-port Level 2 charging stations (eight total ports) rated at 30 amperes at 208V single-phase for fleet vehicle use. Work includes saw cutting, trenching, backfilling, surface restoration, ADA-accessible port installation, bollard installation where required, and third-party testing of all new feeder conductors and digital multi-meter monitoring in the EVCS panelboard. The facility is located at 42 South Sabodan Street, Bakersfield, California 93313. Contractors must hold a C-10 (Electrical Contractor) license and be registered with the California Department of Industrial Relations. All work must comply with the 2025 California Building Code, 2025 California Electrical Code, and 2025 California Fire Code, including seismic design, fire-rated assemblies, through-penetration firestop systems, and arc-flash labeling. Coordination with DWR requires a minimum 72-hour notice before any circuit shutdown.
A 5% small business preference applies to certified small businesses; non-small businesses may also qualify for this preference by committing to subcontract at least 25% of the net bid price to certified small businesses or microbusinesses. DVBE participation is not mandatory but is encouraged. Performance and payment bonds, each at 100% of the contract price, are required. Bids of $10,000 or more require 10% bid security.
A mandatory virtual pre-bid site inspection is scheduled for July 14, 2026 at 1:00 p.m. via Microsoft Teams; attendance is required for bid eligibility. Prevailing wage rates as determined by the Department of Industrial Relations for February 2026 apply. Award is anticipated within 30 days of bid opening, contingent on fund availability.
