About this opportunity
State Center Community College District is soliciting qualifications for Progressive Design Build Services to renovate Ratcliffe Stadium and replace the Field House, with qualifications due October 8, 2026 at 2:00 PM PDT. This is a Request for Qualifications phase only; shortlisted firms will advance to a subsequent Request for Proposal phase with a pre-bid meeting.
Interested firms must hold a California Class A or Class B license. The District will engage a single Progressive Design-Build Entity to deliver design, preconstruction, and construction services across two phases. Phase One encompasses design refinement, scope establishment, budget validation, and development of a Guaranteed Maximum Price (GMP) or alternative commercial terms under an open-book cost-transparency model. Phase Two (Construction Services) will be authorized only through an amendment following Phase One completion and District acceptance of the GMP. If the District does not accept the proposed GMP, it reserves the right to terminate the agreement for convenience, negotiate a revised GMP, or pursue alternative delivery methods, with the PDBE compensated only for Phase One services satisfactorily performed.
The scope includes structural steel, concrete foundations, framing, masonry, electrical, plumbing, HVAC, roofing, and finishing trades. The estimated project value is $70 million with lump-sum award type. Place of performance is Fresno County and Fremont City, California.
An online question-and-answer period closes August 26, 2026 at 2:00 PM PDT. No pre-bid meeting is held for the RFQ phase; shortlisted teams will participate in a pre-bid meeting during the RFP phase. Direct inquiries to Teresa Campagna Bryant, District Director of Procurement and Contracts, at teresa.campagna@scccd.edu.
