About this opportunity
Lee County Port Authority is requesting qualifications from design-build firms for progressive design-build services for parking garage expansion, Quick Turnaround Area (QTA) redevelopment, and demolition/remediation of existing facilities at Southwest Florida International Airport, with submissions due September 4, 2026 at 2:00 p.m. and a mandatory pre-submittal meeting on August 10, 2026 at 11:00 a.m. The Disadvantaged Business Enterprise Program goal is zero percent.
Respondents must demonstrate project bonding capacity of $400 million or more and evidence of delivery of comparable parking garage or CONRAC structures within the past five years. The Design-Build Firm and Lead Consultant must be licensed to perform construction and consulting services in Florida — pass-fail qualifications.
The scope encompasses constructing two additional levels of parking decks above the existing three-level short-term parking garage, expanding and reconfiguring QTA facilities, decommissioning northside rental car maintenance facilities, and providing comprehensive design-build management throughout all project phases. Place of performance is Southwest Florida International Airport in Lee County.
Evaluation will award up to 150 points across seven criteria including firm qualifications, personnel experience, project organization, team composition on prior projects, knowledge of similar projects, and experience with Florida governmental agencies. Comprehensive insurance is required: Commercial General Liability ($5 million single limit), Professional Liability ($5 million per claim / $10 million aggregate), Pollution Legal Liability ($4 million / $8 million aggregate), Cyber Liability ($2 million / $4 million aggregate), and Builders' Risk reflecting total completed project value.
Questions and clarifications are due August 17, 2026 at 5:00 p.m. local time. The Staff Evaluation Committee will conduct interviews with the three highest-scoring teams in October 2026, with Board of Port Commissioners approval expected in January 2027 and target start date in the first quarter of 2027. Remote attendance at the pre-submittal meeting is available via Google Meet.
