About this opportunity
Dane County Department of Waste + Renewables is requesting proposals for on-call professional surveying and mapping services with proposals due September 10, 2026 at 2:00 p.m., and a mandatory pre-proposal site meeting on September 3, 2026 at 10:00 a.m. at the Landfill Job Trailer in Madison. At minimum, proposers must have one Wisconsin-licensed Professional Land Surveyor and one Professional Engineer on staff, be in business for a minimum of five years, and demonstrate relevant project experience — core eligibility gates.
The scope covers boundary surveys, topographic surveys, certified survey maps, plats of survey, legal descriptions, construction staking, as-built surveys, benchmark and control point establishment, and aerial drone surveying. Work supports Landfill Site No. 2 (active), Landfill Site No. 3 (under construction), two closed landfill sites, and broader environmental compliance and infrastructure improvements. Experience with active landfill operations, utility infrastructure, construction projects, environmental monitoring, and aerial surveying technologies is desirable. Firms must respond to scheduled and time-sensitive assignments, coordinate with County staff and external consultants and contractors, and minimize disruption to ongoing operations.
The contract term is five years with an estimated start date of January 1, 2027. Pricing is based on hourly rates for seven position categories: Principal-in-Charge, Project Manager, Professional Engineer, Surveyor, Two-Person Survey Crew, Draftsperson, and Clerical Staff. Rates remain fixed for the first three years; increases thereafter are capped at the Midwest Consumer Price Index upon written request at least 60 days prior to each contract anniversary. Dane County reserves the right to award to multiple bidders and split work by firm expertise.
Required insurance includes professional liability of at least $1 million, worker's compensation, employer's liability of at least $1 million per occurrence, and commercial general liability of at least $1 million per occurrence. Evaluation criteria weighting: staff qualifications and capabilities (25 points), organization strength and capabilities (25 points), project experience and references (25 points), and cost (25 points). Questions are due September 4, 2026 at 2:00 p.m.
