About this opportunity
The City of Pendleton, Oregon is soliciting Statements of Qualifications from qualified Energy Service Companies through a qualifications-based process to select professional service providers for energy, water, operational, and infrastructure improvement work, with SOQs due November 10, 2026 at 2:00 p.m. Pacific Time.
Respondents must be currently qualified under the Oregon Department of Energy (ODOE) ESCO Qualification Program and demonstrate a minimum of ten years of demonstrated ESPC experience, including delivered ESPC projects for Oregon public entities and specific experience with water and wastewater treatment and utility facilities. This is a hard eligibility filter.
The scope encompasses Technical Energy Analyses, Project Development Plans, engineering design, construction management support, commissioning, training, and Measurement and Verification services. Potential improvement categories include HVAC, controls, lighting, water conservation, building envelope improvements, solar, battery energy storage, microgrids, backup power, EV charging, utility infrastructure, metering, energy management systems, and street lighting.
The City intends to select and negotiate separate agreements with the three highest-ranked qualified ESCOs. Each agreement will carry an initial four-year term with up to three optional two-year extensions, providing a maximum ten-year period for assigning new work. Compensation will be negotiated after qualifications-based selection and is not scored during evaluation. Respondents must provide evidence of current insurance and bonding capability for ESPC work.
Evaluation uses 100 total points across eight criteria: Oregon Municipal ESPC Experience (20 points), Water/Wastewater Facility Experience (15 points), Project Team Qualifications (15 points), Savings Guarantee and M&V Approach (15 points), Construction Delivery and Local Presence (15 points), Grants and Incentives Capabilities (10 points), Financial Strength and Bonding Capacity (5 points), and References from Oregon Public Entities (5 points). Questions are due November 2, 2026 at 4:00 p.m. Pacific Time. Provider selection is anticipated for November 17, 2026, with City Council consideration on November 24, 2026. Responses are limited to 30 printed sides and must be submitted as hard-copy originals to Kyle Willman, Assistant Public Works Director.
