About this opportunity

The City of Pendleton, Oregon is requesting qualifications from Energy Service Companies (ESCOs) to select three providers for professional services related to energy savings performance contracting across municipal facilities, with Statements of Qualifications due November 10, 2026 at 2:00 p.m. Pacific Time. This is a qualifications-based selection process with no price proposals submitted upfront; compensation will be negotiated after ranking.

Minimum qualifications include current Oregon Department of Energy ESCO certification, a minimum of ten years of demonstrated ESPC experience, demonstrated experience with Oregon public entities and water/wastewater facilities, Oregon-licensed professional engineering capability, financial strength to support guaranteed savings obligations, and bonding and insurance capability.

The scope encompasses technical energy analyses, project development plans, engineering design, construction management support, commissioning, and measurement and verification services. Potential improvements span HVAC systems, controls, lighting, water conservation, building envelopes, solar installations, battery storage, microgrids, backup power, EV charging infrastructure, and utility systems.

Each professional services agreement carries an initial four-year term with up to three two-year extensions, providing a maximum ten-year period for assigning new work. The City will evaluate responses on eight criteria: Oregon Municipal ESPC Experience (20 points), Water/Wastewater Facility Experience (15 points), Project Team Qualifications (15 points), Savings Guarantee and M&V Approach (15 points), Construction Delivery and Local Presence (15 points), Grants, Incentives and Co-Funding capabilities (10 points), Financial Strength and Bonding Capacity (5 points), and References from Oregon Public Entities (5 points). The City will select the three highest-ranked qualified ESCOs and negotiate separate agreements in ranking order; if agreement cannot be reached with a selected firm, the City will proceed to the next-ranked qualified firm without comparing competing fee offers.

Statements of Qualifications must not exceed 30 printed pages and submitted as one signed hard copy. Questions are due November 2, 2026 at 4:00 p.m. Pacific Time. Provider selection and notice of intent is anticipated for November 17, 2026, with City Council consideration tentatively scheduled for November 24, 2026 at 7:00 p.m.
