About this opportunity
Collin County is soliciting qualifications from architectural firms for professional services on existing and upcoming county projects under RFQ 2026-262, with submissions due October 15, 2026 at 2:00 p.m. and questions due September 24, 2026 at 2:00 p.m. No set-aside or preference program applies.
The scope encompasses architectural programming, schematic design, construction drawings, and construction administration for county building projects including renovations, space reconfigurations, maintenance design, and security-related modifications. Services include professional consultation, coordination with design professionals and contractors, preparation of complete and coordinated drawing and specification sets capable of construction without formal revisions, periodic construction progress payment recommendations, assistance with governmental approvals, and attendance at regularly scheduled project meetings. The County will select the most qualified firm based on qualifications alone, then negotiate a fair and reasonable price in accordance with Texas Local Government Code 2254.004; qualifications submissions must not include pricing or compensation information.
The estimated contract value does not exceed $1.75 million. The contract term is initial one year with three annual renewal options, commencing upon award and final execution. A transitional period of up to 90 days may apply if no new contract is awarded by the original expiration date.
Evaluation criteria (100 points total): statement of qualifications and proposed personnel (20 points), prime firm's ability to provide services (10 points), performance on past representative projects (45 points), knowledge of best practices (10 points), ability to identify and resolve problems (10 points), and proposal format (5 points). Awards will be made no more than 90 days after the submission deadline.
Submittals must be a maximum of 25 printed pages submitted online via the OpenGov eProcurement Portal and include insurance certificates—Commercial General Liability ($2 million aggregate), Professional Errors & Omissions Liability ($2 million), and Umbrella/Excess Liability ($1 million)—plus W-9, conflict of interest questionnaire, and certifications regarding debarment, immigration compliance, anti-collusion, and critical infrastructure affirmation. The County retains the right to reject any and all submittals. Contact the Purchasing Agent at (972) 548-4165 or https://procurement.opengov.com/portal/collincountytx.
