About this opportunity
The City of Cartersville is requesting qualifications from aviation consulting firms to provide on-call planning and environmental services in support of the Cartersville Airport Capital Improvement Plan, with qualifications due July 30, 2026.
This is an RFQ for an indefinite-term on-call contract. The City will establish a pool of qualified consultants and issue individual task orders for specific airport planning and environmental work as needed. The CIP spans fiscal years 2027 through 2031 and encompasses land and easement acquisitions for runway approaches, obstruction removal and mitigation, apron pavement rehabilitation, taxiway construction and design, hangar facilities development, and airport layout plan updates. The five-year program totals $18.304 million, funded through a combination of federal grants (National Plan of Integrated Airport Systems and Airport Improvement Program), state participation of $2.271 million, and local City contributions of $1.62 million.
Evaluation criteria include the firm's experience with similar airport planning projects, technical qualifications of proposed staff, references, and organizational capability to support ongoing airport capital improvement initiatives. Respondents must demonstrate expertise in airport planning and environmental services and provide comprehensive background information, project experience, and qualifications of key personnel who would be assigned to the account.
Pricing and detailed contract terms will be negotiated following selection, with compensation based on the scope and nature of individual task orders. The arrangement positions selected firms to compete for work over the contract term as the City issues assignments aligned with the phased CIP schedule.
