About this opportunity
The City of Cartersville is requesting statements of qualifications from aviation consulting firms to provide professional on-call engineering, architectural, and construction inspection/administration services at Cartersville Airport in support of the Airport Capital Improvement Plan, with responses due July 30, 2026 at 2:00 p.m. Respondents must hold current Georgia Department of Transportation pre-qualification in Area Classes 2.09 Airport Design, 2.09b Airport Design-Electrical, and 8.02 Airport Construction Administration and Observation, and must provide plans stamped by a licensed Professional Engineer in Georgia — the primary capability filters.
The selected firm will enter a five-year Master Agreement with the City under which individual sub-agreements will be negotiated on an assignment-by-assignment basis for projects identified in the 2027–2029 Capital Improvement Plan. Potential services include project funding applications, design and construction administration, airfield drainage and pavement rehabilitation, airport building construction and rehabilitation, roadway and parking improvements, fencing and security systems, obstruction removal, and runway/taxiway safety area improvements.
DBE utilization is required for federally funded projects exceeding $250,000, with proposed DBE firms requiring Georgia Uniform Certification Program certification.
Submissions must include four copies of a Statement of Qualifications not exceeding 25 pages (single-sided, 8.5" x 11"), covering team description and organizational chart, resumes of key personnel, relevant experience at similar general aviation airports within the past five years, office proximity to Cartersville Airport, at least four references from current airport clients in Georgia or adjacent states, demonstrated familiarity with FAA Atlanta District Office and GDOT Aviation Programs, and current workload capacity. Evaluation criteria are firm and key personnel qualifications, relevant project experience with references, geographical location, performance on past similar projects, regulatory familiarity, workload, and responsiveness. Responses are non-priced; submissions must exclude cost information, overhead rates, and fees. Consultants may request an airport site visit prior to submission. The Selection Committee will review qualifications and may invite selected firms to interviews, with unsuccessful vendors notified in writing within five days of selection completion.
