About this opportunity

The City of Suffolk, Virginia is requesting proposals to establish contracts through competitive negotiations with two or more professional land surveyors to provide surveying services on an as-needed basis, with proposals due July 29, 2026.

All surveyors must hold a Virginia professional license as a Licensed Land Surveyor and demonstrate experience on a minimum of five similar projects within the past five years. The scope includes boundary surveys, subdivision plats, topographic surveys, plans and profile surveys, digital terrain modeling, aerial mapping, right-of-way acquisition, and construction surveying. Survey work must tie to the City of Suffolk Geodetic Control network, comply with State Plane Coordinate System definitions, and be submitted digitally in ESRI Shapefiles, AutoCAD, or MicroStation formats. Tasks may require registered land surveyors, land survey technicians, and other specialists.

The contract term runs October 1, 2026 through September 30, 2027, with automatic renewal options for up to four additional one-year periods through September 30, 2031. Contractors selected must guarantee initial rates and subsequent renewal rates for a minimum of twelve months, with any rate increases limited to the lesser of the Consumer Price Index for all Urban Consumers — Other Goods and Services or 3 percent annually. The City does not guarantee approval of rate increases and reserves the right to terminate with thirty days' written notice.

Evaluation weighs management skills and technical experience (35 percent), credentials of project team and references (35 percent), approach to task and understanding of requirements (20 percent), and overall quality and completeness of proposal (10 percent). Firms selected for award will be invited to interviews; the City will conduct negotiations with highest-rated firms and will not hold virtual interviews.

Contractors must maintain comprehensive insurance coverage: general liability of $2 million aggregate, professional liability of $2 million per claim and $3 million aggregate, and workers' compensation as required by Virginia law. All contractors must comply with federal and state regulations, maintain a drug-free workplace, provide proof of authority to transact business in Virginia, and certify non-collusion and non-discrimination compliance.
