About this opportunity
The New Mexico Environment Department (NMED) is soliciting sealed proposals through this Request for Proposals (RFP) to establish one or more contracts for professional environmental consulting services to conduct investigations, remediation activities, and emergency response at multiple state-lead leaking petroleum storage tank sites throughout New Mexico on an as-needed basis. The scope of work encompasses comprehensive environmental services including environmental site assessments, risk assessments, cleanup alternatives analysis and feasibility studies, remediation planning and implementation, workplan development, data management, groundwater modeling, sampling, expert testimony, public outreach, and site reuse planning. Qualified offerors must hold a current New Mexico Construction Industries Division license in an appropriate category and, where applicable, demonstrate professional engineering licensure from the New Mexico State Board of Licensure for Professional Engineers and Surveyors. Primary offerors are expected to be full-service environmental consulting firms with in-house capability, though subcontractors may be identified with prior written approval from NMED. The proposal submission deadline is April 20, 2026, at 5:00 PM MST/MDT via electronic submission through NMED's Bonfire Procurement Portal, with a pre-proposal conference scheduled for March 24, 2026, at 10:00 AM MST on Microsoft Teams. Contract awards are anticipated for June 2, 2026, followed by a 15-calendar-day protest period. Evaluation will be based on 1,300 total points: 800 points for technical specifications (organizational references at 300 points, mandatory capabilities statement at 350 points, emergency response scenario at 300 points, and oral presentation at 50 points) and 300 points for cost, with pass/fail requirements for the Letter of Transmittal, Campaign Contribution Disclosure Form, insurance documentation, and notarized anti-collusion statements.
The RFP does not indicate specific set-aside designations for disadvantaged enterprises, women-owned businesses, or other special categories; however, offerors must satisfy mandatory pass/fail requirements including comprehensive general liability insurance of $2,000,000 per occurrence and bodily injury coverage of $1,000,000 per person to $2,000,000 per occurrence. Additionally, contractors with six or more employees working an average of 20 hours per week must provide health insurance if the expected annual contract value exceeds $250,000. Cost proposals must include hourly rates for various professional service categories (principal scientist, senior scientist, project scientist, staff scientist, field technician, draftsperson, administrator, secretary, and clerk) and daily rates for specialized equipment (interface probe, explosimeter, photoionization detector, and flame ionization detector), with all rates subject to the Contractor Fee Schedule in 20.5.123.2324 NMAC and exclusive of professional engineering services and New Mexico Gross Receipts Tax. The RFP documents do not identify any incumbent vendors or current contractors being superseded by this procurement. The contract term will be four years at NMED's discretion with work assigned on an as-needed basis, and NMED reserves the right to divide work among multiple contractors or award to a single contractor as deemed appropriate. No specific budget range or award value is stated in the available documentation.
