About this opportunity

The City of Greene County, Missouri, is seeking professional engineering services for municipal water and wastewater utility management through a comprehensive consulting engagement. The selected firm will serve as the City's Utility Engineer, providing a wide range of technical and administrative services across water and wastewater infrastructure domains. Specific service requirements include utility system analysis, infrastructure improvement planning, engineering plan reviews for facilities like wells, water towers, lift stations, and wastewater collection systems, and comprehensive operational reviews. Key deliverables will encompass system analysis reports, master plan reviews, capital improvement program assessments, and utility rate structure evaluations. The procurement opportunity requires extensive engineering expertise with demonstrated capabilities in municipal utility planning, regulatory compliance, project management, and technical consulting. The solicitation was posted on August 1, 2025, with proposals due by August 22, 2025, indicating a relatively short response window of approximately three weeks for potential bidders to prepare and submit comprehensive engineering service proposals.

While no specific set-aside designations or enterprise restrictions were explicitly stated in the procurement document, the complexity of the engineering services suggests that qualified professional engineering firms with significant municipal utility experience will be most competitive. The scope of work implies a need for advanced technical capabilities, potentially favoring firms with established track records in water and wastewater infrastructure consulting. Though no incumbent vendor information was provided, the broad range of required services suggests this could be a substantial multi-year engineering services contract. While no specific budget range was disclosed, the comprehensive nature of the utility engineering services indicates a potentially significant contract value that would warrant substantial professional engineering resources. Prospective respondents should be prepared to demonstrate extensive technical expertise, regulatory knowledge, project management capabilities, and a proven history of successful municipal utility engineering interventions.
