About this opportunity

The City of Ann Arbor is requesting proposals for as-needed professional engineering services to the Water Resource Recovery Facility (WRRF) under an RFP, with proposals due August 18, 2026 at 2:00 p.m. local time and tentative interviews scheduled for the week of August 24. The City intends to select up to four firms to provide multidisciplinary engineering support.

The scope encompasses civil, structural, architectural, mechanical, process, electrical, and instrumentation engineering. Deliverables include preparation of plans and specifications for construction projects, specialized engineering studies, regulatory permit applications (MDEQ Part 41 and EGLE/USACE Joint Permits), funding applications, project coordination and meetings, public engagement support, surveying activities, and construction administration.

The anticipated contract period is three years with potential renewal for up to two additional one-year extensions. These are task-based contracts with no minimum value commitment from the City; compensation will be based on submitted hourly rates and fee schedules, with hourly rates fixed for the three-year term. The City anticipates Council authorization in October 2026.

Proposals are evaluated on a weighted point system: Professional Qualifications (20 points), Past Involvement with Similar Projects (30 points), Proposed Work Plan (30 points), and Fee Proposal (20 points). The City reviews technical proposals before opening fee submissions.

Contractors must comply with the City of Ann Arbor Living Wage Ordinance, currently requiring $17.42 per hour with health benefits or $19.42 per hour without. Professional liability insurance of $1 million, Commercial General Liability of $1 million per occurrence, and Workers' Compensation coverage are required. All proposals must include compliance forms addressing non-discrimination, living wage certification, and conflict of interest disclosure. No pre-proposal meeting will be held.
