About this opportunity

Dane County Department of Waste & Renewables is requesting proposals for Professional Engineering Services covering landfill and civil design, monitoring systems design, construction services, laboratory testing, and environmental assistance for two active and two closed landfills under long-term care, with proposals due September 10, 2026 at 2:00 p.m.

Proposers must hold at least one Wisconsin-licensed professional engineer on staff, have five years of business operation, and demonstrate experience in landfill systems and design, civil design, environmental monitoring, permitting, and regulatory compliance. Professional liability insurance of at least $1 million is required, along with workers' compensation, employer's liability, and commercial general liability coverage.

The contract is negotiated as-needed work authorized at Dane County's discretion following scope and cost agreement with the awarded firm or firms. The landfills subject to service are Sites No. 2 and No. 3 (active) and Verona and Truax (closed). Pricing is based on hourly rates for multiple position classifications—principal-in-charge, project manager, professional engineer, senior and junior engineers, designers, surveyors, draftsperson, clerical staff, and professional geologist. Rates remain fixed for the first three years; thereafter, increases are limited to the Midwest Consumer Price Index.

The contract term is five years from execution, with an anticipated agreement start date of January 1, 2027. All documents prepared under the agreement become County property upon completion or termination. The County reserves the right to negotiate terms after selection and may terminate without cause upon ten days' written notice.

A non-mandatory pre-proposal site tour is scheduled for September 1, 2026 at 10:00 a.m. at 7102 Maahic Way, Madison, Wisconsin. Questions are due September 4, 2026 at 2:00 p.m., with responses due September 8, 2026 at 5:00 p.m. Interviews are estimated for September 17, 2026, with notification of intent to award on September 18, 2026.
