About this opportunity
Palm Beach County Board of County Commissioners is soliciting pre-qualified vendors for professional emergency management consulting services under a term contract (RPQ F25-011-DJ), with an initial submission deadline of January 23, 2025, at 4:00 p.m., and new vendors permitted to submit qualifications thereafter for ongoing addition to the pre-qualified vendor list.
Vendors must hold Certified Emergency Manager (CEM) or Florida Professional Emergency Manager (FPEM) certification, FEMA G-265 Course certification, and HSEEP certification. Minimum qualifications include seven years of emergency management training experience, three years of HSEEP-compliant exercise experience, and seven years of emergency management planning experience. The County will notify pre-qualified vendors of individual projects on a rotating basis and request written quotations; projects under $100,000 are awarded to the lowest fixed-price bidder, while projects at or exceeding $100,000 require a separate formal competitive sealed bid process.
The anticipated contract value is $999,995 over a sixty-month term, funded with federal dollars through FEMA Public Assistance grants. The scope encompasses emergency management training, exercises, planning, and management/administration services delivered on an as-needed basis.
Vendors must maintain Professional Liability insurance with limits of $1 million per occurrence and $2 million aggregate, Commercial General Liability insurance of $500,000, Business Auto Liability of $500,000, and Workers' Compensation coverage. The solicitation is federally funded and subject to debarment and suspension certifications, E-Verify employment verification, public records retention for five years, and access to records for FEMA, DHS, and County audits. Proposals must include organizational charts, key personnel resumes, project approach narratives not exceeding eight pages per category, and proof of required licenses and certifications.
