Professional development that trains and equips teachers with skills and tools on how to make content material more comprehensible to english language learners.

Grants Cibola County Schools in New Mexico is soliciting professional development training on Sheltered Instruction Observation Protocol (SIOP) methodology for teachers and educational assistants serving English language learners, with proposals due August 20, 2026. This is a sole-source procurement for TESOL Trainers, Inc.; the determination is contingent upon 30 calendar days of posting without challenge and written approval by the State Purchasing Agent.

The scope comprises 24 total contract days: eight days of SIOP workshops, 15 days of peer coaching delivered in three five-day rounds, and one day of SIOP reboot instruction for previously trained teachers. The sole-source justification rests on TESOL Trainers' unique expertise in K-12 SIOP pedagogy, peer coaching methodology, and English language learner instruction, which the district determined cannot be replicated by other vendors. The agency conducted internet research on professional development alternatives before concluding that TESOL Trainers' experiential training approach and curriculum offerings align specifically with the district's strategic plan.

The contract value is $109,737.47. TESOL Trainers, Inc. is located at 6 Flint Road, Newark, Delaware. The contact for the request is Delton Martin, (505) 285-2620.
