The procurement encompasses thirteen core service areas: Science, Mathematics, Social Studies, Language Arts, World Languages, Dual Language, Positive Behavior Support/Classroom Management, Special Education, Academic Technology, Data/Assessments, Parental Involvement, Other Services, and Support Services, with related deliverables including testing materials, digital resources, software, teaching tools, workbooks, and training services designed to support diverse learners including English Language Learners, Special Education students, and at-risk populations. Proposals must be submitted electronically through the Bonfire Portal by Thursday, April 9, 2026 at 10:30 AM (CT), with vendor questions due in writing by Friday, March 27, 2026 at 12:00 PM (CT). Qualified vendors must submit comprehensive proposals including technical responses, company information, pricing on Form C using not-to-exceed structures, certificates of insurance, vendor certifications, EDGAR compliance documentation, conflict of interest questionnaires, and references from at least three current customers outside NISD, preferably from educational or government agencies. All professional development fees must be all-inclusive of travel, meals, rentals, and related expenses with no separate charges permitted. Evaluation criteria include purchase price (30%), reputation (5%), quality of goods or services (15%), extent to which services meet District needs (25%), proposer's past relationship with District (5%), total long-term cost (10%), and other relevant factors (10%). The contract will be valid for one year upon Board of Trustees approval with an option to renew for one additional one-year period.
The RFP does not specify set-aside designations or restrictions limiting responses to particular organization types, meaning both for-profit and nonprofit entities appear eligible to respond. Vendors must maintain comprehensive insurance coverage including Worker's Compensation, Commercial General Liability ($1,000,000 each occurrence/$2,000,000 aggregate), Professional Liability ($5,000,000), and Cyber Liability ($5,000,000) with NISD named as additional insured. NISD utilizes Electronic Funds Transfer (EFT) for payments with standard terms of net 30 days from invoice receipt. This RFP replaces the expiring RFP 2025-083, and all vendors currently conducting business with the District are required to respond to this new solicitation or risk losing future business opportunities. The District does not guarantee minimum purchase amounts and reserves the right to award to a single respondent, multiple suppliers, or on a line-item basis based on best value determination, with all awards contingent upon available funding and subject to termination rights for convenience, default, or non-appropriation.
