About this opportunity

Jefferson County Drainage District No. 6 is requesting qualifications for professional construction inspection and materials testing services for the Corley Diversion Project under RFQ 26-019/KKJ, with sealed submissions due August 27, 2026 at 2:00 p.m. This is a federally funded project under the HUD CDBG Regional Mitigation Program via the Texas General Land Office, requiring demonstrated experience with federally funded projects and governmental clients in Texas and federal compliance certifications including Davis-Bacon Act compliance.

The scope encompasses full-time, on-site construction inspection and materials testing for storm sewer infrastructure installation, water and sanitary sewer utilities, roadway paving (asphalt and concrete), backfill, and associated civil construction activities. Materials testing may be provided directly by the firm or through qualified sub-consultants. Qualifications will be evaluated in two steps: initial ranking by demonstrated experience and capacity without considering fees, followed by negotiation with the highest-ranked firm regarding scope, terms, conditions, and time limits before a fee proposal is requested.

Evaluation criteria are weighted as follows: inspection qualifications and experience (25 points), materials testing qualifications and expertise (25 points), project team and key personnel (25 points), approach and methodology (15 points), and past performance and references (10 points). Respondents must provide at least five references from past public works construction projects, submit evidence of professional liability insurance naming the District as additional insured, verify SAM.gov registration, and complete federal and state compliance certifications including debarment certification and attestations regarding boycotts of Israel and Iran.

Submissions must be sealed originals plus three copies delivered to Jefferson County Drainage District No. 6, 6550 Walden Road, Beaumont, Texas. Qualifications will be publicly opened on the submission date with only firm names read aloud. Electronic submissions are not accepted; late submittals will be rejected as non-responsive. Questions are due to Chief Business Officer Karen K. Johnson by Friday, August 21, 2026 at 1:00 p.m. CST.
