About this opportunity
The City of Covington, Kentucky's Department of Neighborhood Services, Parks & Recreation Division is issuing a Request for Proposals (RFP) for Professional Baseball Field Complex Operational Services at the Bill Cappel Sports Complex. The procurement seeks a qualified operational services provider to manage all aspects of five baseball fields, including program coordination and scheduling, game-day field preparation, facility maintenance assistance, supervision, security, and compliance with City rules and regulations throughout the 2026 baseball season. The successful respondent will receive field access during mutually agreed times when the City has no scheduled use, operating in lieu of direct payment for services rendered. Proposals must be submitted in sealed form by March 31, 2026 at 10:00 A.M. to the Covington City Hall Finance Department, with the evaluation and award process expected to be completed within approximately 30 days of the deadline. Requests for information and clarifications must be submitted via email to peter.hager@covingtonky.gov by March 20, 2026, with responses published by March 23, 2026. Respondents must submit comprehensive financial forecasts in Microsoft Excel format detailing revenue and expenses, revenue generation rates, and proposed revenue share payments to the City, with at least 75 percent of program participants required to be City residents and all programs must remain open to residents regardless of race, color, religion, national origin, sexual orientation, or athletic ability. Evaluation will be conducted using competitive negotiation based on seven equally weighted criteria of 15 points each: Program Coordination and Scheduling, Experience & Qualifications, Management Plan, Proposed Pricing/Financial Forecast, Proposed Service Performance Team and Professional Experience, Proposal Deviations, and Credentials.
Respondents must include certificates of insurance, non-collusion affidavits, campaign finance affidavits, and conflict of interest certifications as required attachments. The City will apply reciprocal preference for residential respondents as required by Kentucky Revised Statutes 45A.490-494, though no specific set-aside designations for disadvantaged enterprises are indicated in the solicitation materials. No incumbent vendors or current contractors are identified in the available documentation. The procurement does not specify an award value or budget range; rather, the arrangement is structured as a revenue-sharing model whereby the successful respondent retains generated revenues from their own programming while providing an agreed-upon share to the City. The City reserves the right to reject any and all proposals submitted in response to this opportunity.
