About this opportunity
The City of Pittsburgh Office of Management & Budget is seeking a professional public accounting firm to perform comprehensive annual financial audits for fiscal years 2024, 2025, and 2026, with a potential contract extension option for two additional years (2027 & 2028). The procurement involves RFP #2024-RFP-289 for Professional Auditing Services, which will cover financial statements for the City of Pittsburgh and the Public Parking Authority of Pittsburgh (PPAP). Audits must strictly adhere to multiple professional standards, including those set by the American Institute of Certified Public Accounts, Government Auditing Standards, the federal Single Audit Act, OMB Circular A-133, and the Municipal Authorities Act of 1945. The evaluation process will allocate 100 total points across several key areas: 15 points for firm qualifications, 15 points for project team qualifications, 30 points for project approach and plan, 30 points for cost proposal, and 10 points for demonstrating business diversity participation. Proposals must be submitted electronically by November 1, 2024, at 3:00 pm, with an anticipated contract award in November 2024.
The procurement includes specific set-aside and participation goals for minority-owned (18%), women-owned (7%), veteran-owned (5%), and LGBTQIA+ businesses (3%), emphasizing a strong commitment to diverse business participation. Proposing firms must provide detailed documentation demonstrating their commitment to these participation goals and their capacity to meet the comprehensive audit requirements. While no incumbent vendor is explicitly mentioned, the RFP suggests a desire for a firm with extensive experience in municipal and governmental financial auditing, particularly for entities like public parking authorities. The scope of work encompasses auditing financial statements, pension plans, and federal award expenditures, indicating a complex and thorough review process. Although a specific budget range is not provided, the detailed nature of the audit requirements suggests a significant professional services contract that will require substantial expertise in governmental accounting and auditing standards.
