About this opportunity

The City of Phoenix Water Services Department is soliciting sealed offers under IFB-27-0486 for on-call production well emergency support, with written inquiries due October 30, 2026 at 5:00 p.m. and offers due November 6, 2026 at 2:00 p.m. through the City's Procurement Portal. The solicitation carries a Disadvantaged Business Enterprise-Neutral (DBE-N) obligation administered by the Public Transit Department under 49 CFR Part 26, requiring good-faith small business participation efforts rather than a set-aside.

Eligibility requires contractors to have been established for a minimum of five years with normal business activity in well services, to hold all required federal, state, and local licenses, and to comply with OSHA and NFPA requirements. Personnel must have a minimum of two years' well services experience, preferably in Arizona. Bidders must also complete a Sensitive Security Information acknowledgment under 49 CFR Parts 15 and 1520, a form issued by the Aviation Department.

The scope covers on-call services and repairs for City-owned production wells, groundwater monitoring wells, leachate collection wells, and related accessory equipment, including new installations, maintenance, repairs, parts replacement, pump rebuilding, and on-site diagnostics. The contractor must supply all labor, materials, parts, equipment, and disposal fees, and must perform warranty repairs for at least one year. Standard calls require a response within 24 hours by telephone and 48 hours on-site. Emergency responses must occur within four hours, with an applicable surcharge. Late arrivals or no-shows more than two hours beyond the scheduled time trigger liquidated damages of $1,500 per incident.

The contract runs five years from the Commencement Date approved by Phoenix City Council, with no extension options. Pricing must be firm and fixed for the first year. Thereafter, the contractor may request annual increases in writing 60 days in advance, supported by documentation such as manufacturer letters or published price indices, and the City alone determines allowable increases.

Contractors must submit an annual Small Business Participation Plan on the contract execution anniversary and report small business utilization monthly through the City's Certification and Compliance System. No small business subcontractor may be substituted, terminated, reduced in scope, or repriced without prior approval from the Public Transit Department's Contract Compliance Section.
