About this opportunity

The Pennsylvania Liquor Control Board (PLCB) is seeking a third-party vendor to provide high-resolution digital product images for wines, spirits, and accessories through a Request for Proposals (RFP). The primary objective is to obtain clear, multi-angle images that enable viewers to read product labels for online display, marketing materials, social media, and email marketing. The PLCB anticipates acquiring approximately 250 new products monthly, with the potential range spanning 100 to 500 products. Vendor deliverables include digital images meeting specific quality and metadata standards, with the PLCB requiring irrevocable, global, royalty-free rights to use, reproduce, and modify these images perpetually. The RFP requires vendors to photograph products at the PLCB's e-commerce fulfillment center in East Greenville and selected Fine Wine & Good Spirits store locations, with the PLCB providing sample units for photography. Proposal submissions are due by 10:00 AM ET on October 10, 2023, with an initial contract term of three years and potential renewal options for two additional two-year periods.

The RFP does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. Potential vendors must demonstrate financial stability, relevant experience in product photography, and the ability to consistently deliver high-quality images. The contract will be awarded based on a comprehensive evaluation of technical capabilities and cost proposals, with vendors required to complete the provided Appendix D Cost Submittal template detailing per-product fees. While no incumbent vendor is mentioned, the PLCB will provide a list of products requiring imaging and access to photography locations. The contract appears to have a flexible budget based on the variable monthly product volume, with vendors submitting pricing for the base three-year term and potential two-year renewal periods. Interested parties must contact the Issuing Officer, Betsy Novelli, to gain access to the proposal submission platform and must be prepared to provide images that meet the PLCB's stringent quality and usage requirements.
