About this opportunity
The City of Edinburg Department of Solid Waste Management is soliciting sealed bids for processing, marketing, and sale of recyclable materials and metals collected from the City's Drop Off Center, Commercial Recycling Collection Program, and Office Recycling Programs, with bids due September 8, 2026 at 3:00 p.m. and questions due August 28, 2026.
The scope encompasses receiving, sorting, processing, storing, marketing, selling, and transporting recyclable materials — excluding collection services. Estimated annual volumes total approximately 838.33 tons across eight material streams: Old Corrugated Containers (490.22 tons), Mixed Paper (113.73 tons), PETE (59.01 tons), HDPE (39.34 tons), Glass (105.72 tons), Scrap Metal (18.03 tons), Tin/Steel/Bi-Metal (9.03 tons), and Used Aluminum Beverage Cans (3.25 tons). The contractor must accept all recyclables in "as is" condition and respond to pickup requests within twenty-four hours. Certified weight scales and monthly tonnage reports by material type are required, along with documentation of current purchase and sale prices using established commodity indexes (Official Board Markets for cardboard and mixed paper, Waste and Recycling News for commingled containers, American Metal Market for metals and scrap).
Pricing shall be based on fair market value per those commodity indexes, with revenue from material sales remitted to the City monthly by the 15th of the following month. The initial contract term runs from award through September 30, 2027, with an option to extend for one additional fiscal year. The City reserves the right to award to multiple vendors on a low-bid-per-item basis and to audit vendor records.
Insurance requirements include Worker's Compensation and Comprehensive General Liability with minimum bodily injury of $250,000 per person and $500,000 per occurrence; professional liability of $1,000,000 per claim and aggregate; and auto liability. The City must be listed as additional insured. Bidders must comply with federal, state, and local laws and provide certifications under Texas House Bill 89 (Israel boycott verification), Senate Bill 13 (energy company boycott verification), and Senate Bill 19 (firearm discrimination verification). Bid opening and public reading of bidder names occurs September 8 at 3:00 p.m. at City Hall.
