About this opportunity

The City of Edinburg Department of Solid Waste Management is requesting sealed bids for processing, marketing, and sale of recyclable materials and metals under RFB #2026-12, with proposals due electronically by June 9, 2026 at 3:00 p.m. and bids to be opened publicly that same day at City Hall. The deadline for bid questions is May 27, 2026 at 3:00 p.m. The City may provide local-vendor preference of up to 5 percent of the lowest bid under Texas Local Government Code Section 271.9051 where qualifying local vendors respond.

The scope encompasses receiving, sorting, processing, storing, marketing, selling, and transporting recyclable materials and metals collected from the City's Drop Off Center, Commercial Recycling Collection Program, and Office Recycling Programs. Recyclable commodities include old corrugated containers, mixed paper, newsprint, plastic containers (PETE and HDPE), glass, and scrap metals including aluminum beverage cans, tin, and steel. The estimated annual tonnage is approximately 904 tons, with projected quantities of 457 tons OCC, 129 tons glass, 92 tons scrap metal, 82 tons mixed paper, 56.20 tons PETE, and 44.15 tons HDPE. The contractor must process materials at City-approved Material Recovery Facilities holding applicable permits and licenses; maintain certified weight scales; generate weight tickets for each delivery; conduct semi-annual contamination audits at no cost to the City; and accept all recyclables in "as-is" condition. Pricing shall be based on fair market values using industry-standard price indices: Official Board Markets for cardboard and mixed paper, Waste and Recycling Newspaper for commingled containers, American Metal Market for scrap metals, and Stock Market prices for glass.

The initial contract term runs from award date through September 30, 2026, with an option to extend for an additional fiscal year. The contractor must submit monthly reports by the 15th of the following month detailing tonnages received, revenue from commodity sales, and processing fees. Insurance requirements include comprehensive general liability of $250,000 per person and $500,000 per occurrence for contracts valued at $15,000 or more, plus workers' compensation, comprehensive auto liability, protective liability, and professional liability of $1 million. The City must be listed as additional insured. Site visits are the bidder's responsibility.
