About this opportunity

The Florida Department of Juvenile Justice (DJJ) and the Office of Probation and Community Intervention are issuing a Request for Proposals (RFP) for outpatient juvenile sexual offender evaluation and treatment services. The RFP seeks psychosexual evaluations, individual juvenile sexual offender therapy, and family and group juvenile sex offender therapy for youth with a charge or history of sexual offense who are assigned to Probation, committed to DJJ residential facilities, or participating in a DJJ-funded diversion program. The services must be available to youth residing in the community or placed in DJJ residential facilities across the state of Florida. The key objectives are to assist DJJ in making recommendations to the court for the disposition of youth alleged to have committed sexual offenses. Respondents must submit proposals electronically by the due date of December 20, 2023, and attend a mandatory site visit. The anticipated contract start date is July 1, 2024, with an initial term of 5 years and potential renewal options.

The RFP is open to all qualified prospective respondents, including single proprietors and larger organizations. While there are no specific set-asides or restrictions on the types of organizations that can respond, the RFP includes a requirement for respondents to describe their plan to encourage diversity and utilize minority businesses. The RFP does not provide the names of any incumbent vendors or the current contract value. However, it notes that the actual number of service units to be provided each year is variable based on the population and needs of the youth, so there is no annual dollar amount specified. The contract will utilize a fixed price rate structure, with respondents required to complete a price sheet proposing rates that are at or under the stated maximum allowable rates.
