About this opportunity
Sacramento County's Department of Regional Parks is conducting a Request for Proposal (RFP #2023-RFP-0173) for Proactive Patrol and River Safety Education services along the American River Parkway. The procurement seeks a qualified contractor to complement professional first responders by providing river safety education, drowning prevention, and proactive patrol services primarily in and around Discovery Park. Key deliverables include 660 hours of proactive patrol, 360 hours of public education, and 60 hours of life jacket restocking, with personnel required to monitor shore and river areas, educate the public, and distribute free life jackets through the "Kids Don't Float" program. Evaluation criteria will assess proposals based on pricing (30%), ability to deliver river safety information (50%), and relevant experience managing similar programs (20%). The contract will run from May 28th, 2023 (Memorial Day Weekend) through September 5th, 2023 (Labor Day Weekend), with proposals due electronically through ProcureNow by May 18th, 2023 at 3:00 pm.
The RFP does not specify explicit set-aside designations or restrictions on responding organizations. Contractors must provide their own vehicles and watercraft, conduct LiveScan background checks on personnel, and integrate with Sacramento County Rangers during training. Contractors will be required to submit monthly reports detailing hours worked, people served, and notable events. While a specific budget range is not disclosed, the contract includes 1,080 total staffing hours across patrol, education, and life jacket restocking activities. Potential respondents must demonstrate capability to perform comprehensive river safety services, including on-shore and water-based monitoring, public education, and life jacket distribution, with a primary focus on increasing public safety and reducing drowning risks in the American River Parkway region.
