About this opportunity

The County of Sacramento's Department of Regional Parks is seeking a qualified contractor for Proactive Patrol and River Safety Education services along the American River Parkway through RFP #2022-RFP-0040. The procurement focuses on river safety education and drowning prevention, with services running from May 28th to September 5th, 2022. Contractor responsibilities include proactively patrolling high-attendance park areas, specifically at Discovery Park on weekends and holidays from 2:00 PM to 7:00 PM, educating the public about life jacket usage, monitoring compliance with life jacket laws, and distributing life jackets through the "Kids Don't Float" program. Proposal evaluation will be based on three key criteria: 50% ability to deliver river safety information, 30% pricing, and 20% relevant experience managing similar programs. Proposers must submit comprehensive documentation including deployment schedules, available watercraft, educational program summaries, organizational background, references, and detailed fee schedules. The proposal submission deadline is April 28th, 2022 at 12:00 PM, with contract award anticipated on May 9th, 2022. Contractors are expected to provide monthly activity reports and conduct LiveScan background checks on personnel.

The RFP does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. No incumbent vendors are mentioned in the documentation. The County requires contractors to integrate with Sacramento County Rangers during training and maintain their own vehicles and watercraft. While specific budget ranges are not disclosed, the staffing model indicates 1,080 total hours of service across patrol, education, and life-jacket restocking activities, with personnel configurations including 4 staff working 33 days at 5 hours per day, 2 staff working 36 days at 5 hours per day, and 2 staff working 15 days at 2 hours per day. The contract emphasizes that organizations are not expected to replace professional first responders but to complement existing emergency services through targeted safety education and proactive river patrol. Contractors must demonstrate capability to effectively communicate safety information to diverse park-going audiences and maintain a professional, safety-oriented approach throughout the summer recreational season.
