About this opportunity

The Texas Health and Human Services Commission is requesting sealed bids on behalf of Wichita Falls State Hospital for two Pro-Turn 72" zero-turn mowers with canopies, with responses due July 16, 2026 at 10:30 a.m. Central Time and a questions deadline of July 3, 2026.

The procurement calls for Pro-Turn 672 FX1000 EFI Kawasaki units with aluminum canopies and brackets, or equal alternatives meeting IFB specifications (NIGP 515/56). Equipment must be shipped to Wichita Falls State Hospital at 6515 Kemp Blvd., Wichita Falls, Texas 76308, with an estimated delivery timeframe of fourteen days after receipt of order. Bidders must submit pricing on an F.O.B. Destination basis with freight prepaid and included in the unit price, or show exact delivery cost and terms separately.

Evaluation criteria include specification compliance, ability to meet delivery requirements, price, and past vendor performance. HHSC reserves the right to make single or multiple awards based on best value and is not obligated to select the lowest-priced response. Both HHSC and the Department of State Health Services are entitled to use any contract awarded from this IFB.

Pricing must be firm and fixed for the contract life, with adjustments permitted only at HHSC's sole discretion using the Consumer Price Index formula or federal minimum wage increases with supporting documentation. The anticipated contract start date is July 20, 2026. Binding offer period is 240 days from submission. Bidders are encouraged but not required to submit a HUB Subcontracting Plan if subcontracting opportunities exist. No volume, usage, or compensation is guaranteed; all contracts are subject to appropriations and availability of funds. Responses must comply with HHS Solicitation Affirmations and Uniform Terms and Conditions, including E-Verify utilization, cybersecurity training, debarment certifications, and prohibitions on human trafficking, abortion services, gender transitioning procedures, and boycotts of Israel and firearm industries. Bidders may submit responses electronically through the HHS Online Bid Room or in person at 1100 W. 49th Street, Austin, Texas.
