About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Corrections (KYDOC), is soliciting proposals for the procurement of four distinct prisoner transportation vehicle units through this Request for Proposal (RFP). Unit #1 is a 35-passenger high-capacity secured transport bus with capacity for up to eight wheelchairs and two isolation cells; Unit #2 is a 22-26 passenger transport bus with two isolation cells and wheelchair accessibility for two wheelchairs; Unit #3 is a 14-15 passenger smaller transport vehicle with one wheelchair accessible seating area; and Unit #4 is a cargo van with a prisoner transport insert housing 8-12 prisoners. Vendors may bid on individual units rather than all four units. All vehicles must be new, current model year units constructed of commercial quality steel or equivalent, with manufacturer's warranty, and floorplans must be approved by KYDOC prior to construction. Pricing shall be submitted as firm fixed unit prices with all delivery charges included in the unit cost, excluding federal excise tax and Kentucky sales or use tax. The evaluation process awards a maximum of 600 points for technical proposals (covering executive summary and company background, maintenance and support, buildout and delivery timelines, and value-added features), 360 points for cost proposals, and up to 190 points for oral demonstrations if required, totaling 1,150 possible points. Vendor written questions were due by 11:59 PM Eastern Time on August 5, 2025, with Commonwealth responses provided by August 11, 2025, and proposals are due by 3:30 PM Eastern Time on Thursday, August 21, 2025. Addendum #1 was issued on August 12, 2025, addressing vendor questions and updating minimum specifications. The resulting contract shall have an initial term from the effective date of award through September 30, 2026, with potential renewal for five additional two-year periods upon mutual agreement of the parties.

The RFP does not identify any specific set-aside designations or restrictions limiting the types of organizations that may respond; however, all vendors must comply with Kentucky procurement statutes and regulations, including nondiscrimination requirements, debarment certifications, and tax registration requirements. Vendors must maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, as well as Automobile Liability Insurance with minimum limits of $1,000,000 combined single limit for delivery and on-site services. All delivery must be coordinated with KYDOC and occur at Northpoint Training Center in Burgin, Kentucky, between 8:00 AM and 4:30 PM on weekdays only. No incumbent vendors or current contractors are identified in the solicitation documents. Price increases are not permitted during the first twelve months of the contract; any subsequent increases must be justified by industry-wide price changes and requested at least thirty days in advance. The Commonwealth reserves the right to reject all proposals, is not obligated to purchase any minimum quantity, and retains the right to request Best and Final Offers and negotiate with the top-ranked vendor. No specific award value or budget range is disclosed in the available solicitation documents.
