About this opportunity
Texas Southern University is requesting proposals for printing services on an as-needed basis to support its Reprographics Department, with proposals due at 11:00 a.m. Central Time on November 4, 2026, and questions due by October 21, 2026. A Historically Underutilized Business (HUB) subcontracting plan with a 22% participation goal is required. Texas House Bill 1295 certification is required for bids exceeding $100,000.
The scope encompasses booklets, postcards, brochures, pocket folders, and posters in quantities ranging from 100 to 20,000 units. Completed quotes must be provided within one business day, and job delivery within five to seven business days of file receipt. Respondents must demonstrate five years in business, appropriate equipment and expertise, a professionally staffed help desk, and prior printing services experience with organizations equal to or larger than TSU.
The contract term is three years from execution, with two optional single-year renewals available upon written agreement. Pricing is submitted on a per-job basis using TSU's quote information form, with total production pricing including delivery and handling charges. No fixed contract value is specified.
Evaluation is weighted as follows: Experience of Firm (25%), Qualifications of Personnel (25%), Capability of Firm (30%), and Pricing/Cost (20%). Respondents must provide certificates of insurance including Workers Compensation and Commercial General Liability coverage with minimum limits of $500,000 per occurrence and $1,000,000 general aggregate. Bid prices must remain valid for 90 days from opening. All goods and services must meet current production standards and applicable safety regulations, including OSHA and UL standards. Payment is made within 30 days of receipt of goods or services and an uncontested invoice. TSU reserves the right to award on the basis of low line item bids, low total bids, or any combination serving its best interests.
