About this opportunity

The Missouri Department of Conservation is soliciting bids for printing and delivery of 43,000 Natural Events Calendars under IFB, with responses due July 1, 2026 at 2:00 PM Central Time via MissouriBUYS. Previous experience and samples are required before closing.

Bidders must demonstrate a minimum of five years of professional experience in similar publication printing. Service-Disabled Veteran Business Enterprise participation at 3 percent of total contract value or Organization for the Blind/Sheltered Workshop participation at the greater of $5,000 or 2 percent of contract value is required unless the supplier meets the definition itself or selects the "None" option. Missouri tax compliance, Secretary of State registration, and E-Verify authorization are mandatory. Buy American preferences apply.

The scope comprises prepress, presswork, and binding services for calendars measuring 14 inches by 20 inches unfolded and 14 inches by 10 inches folded, with 28 text pages and 4 cover pages printed on specified paper stocks using four-color process soybean-based inks. The contractor must submit prepress materials by July 31, 2026, deliver printed proofs within eight business days of receipt, and complete final delivery within twelve business days of Department proof approval. The Department will accept overruns up to 3 percent at reduced unit rates: 1 percent or less at 100 percent of unit price, 1–2 percent at 95 percent, and 2–3 percent at 90 percent. Liquidated damages of $100 per day apply for delivery delays. The Department may monitor the press run at the contractor's expense for travel costs.

Evaluation allocates 200 total points: Cost Proposal (90 points), Technical Proposal including Overall Relevant Vendor Experience (110 points), and Quality of Sample (80 points). Cost is the primary evaluation criterion. The contract period extends from award through March 31, 2027, with firm fixed-price pricing. All costs, including freight and proof revisions or remakes due to Department changes, must be included in stated prices. Contact: Lisa LaRivee, Lisa.Larivee@mdc.mo.gov.
