About this opportunity

The City of Asheville Water Resources Department is seeking a contractor to provide printing and mailing services for approximately 45,000 customer notification letters regarding the Lead & Copper Rule Revisions (LCRR). The letters, which must be printed in black and blue ink on 20lb weight, 92 brightness copy paper, will notify customers of their service line material, including whether it is made of lead, galvanized requiring replacement, or of unknown material. The work must start by October 17, 2024, and be completed by November 15, 2024, to meet federal regulatory requirements. The contract includes printing and mailing the letters, as well as returning any undeliverable letters with detailed export information. There is no onsite work required, and the contract is not renewable. Bidders must submit their proposals by September 12, 2024, at 4:00 pm, following a non-mandatory pre-bid meeting on August 28, 2024.

The City of Asheville has adopted the Asheville Business Inclusion Policy, which encourages participation from women and minority-owned businesses in the public bidding process. Subcontracting is allowed, and the City has indicated that it would like the contractor to consider MWBE firms. The contract is specific to the Buncombe County jurisdiction, and while most of the letters will be mailed to North Carolina addresses, some may go out of state. The City will provide the logo for the envelopes, and the contractor will be responsible for transporting the letters to the post office for mailing. The City reserves the right to reject any or all bids and waive informalities.
