About this opportunity

The California Department of Financial Protection and Innovation (DFPI) is soliciting proposals for certified shorthand court reporting services on an as-needed basis, with proposals due September 24, 2026 at 3:00 PM. Services are required statewide across all 58 California counties and potentially nationwide.

A Small Business preference of 5 percent applies to certified small businesses. Disabled Veteran Business Enterprise (DVBE) incentives range from 1 to 5 percent based on participation levels; DVBE participation is waived but incentivized if offered.

The scope includes certified shorthand reporter services for hearings, formal and informal testimonies and meetings, depositions, video depositions, real-time reporter services, and certified transcripts upon request. Proposers must demonstrate availability to provide services with as little as 24-hour notice and maintain office locations in or within 25 miles of Sacramento, Los Angeles, San Diego, and San Francisco when possible.

The approved funding is $60,000 over a 24-month contract term from October 26, 2026 to October 25, 2028 with no renewal options. Contractor payment is upon successful completion and DFPI acceptance of each deliverable. Rates submitted on the cost worksheet are capped for the entire contract term with no changes permitted.

Evaluation employs a three-stage process: administrative and completeness screening, technical assessment with a maximum of 115 points (70 percent minimum required to advance), and cost proposal opening. Award will be made to the lowest-cost responsible proposer. Vendor questions are due September 10, 2026 at 3:00 PM, with answers posted by September 17, 2026 at 4:00 PM. Cost proposal opening is anticipated for September 29, 2026 at 10:00 AM and notice of award for October 2, 2026. Proposals must be submitted through Authorium.
