About this opportunity
The State of Texas is requesting proposals for primary bank depository services under RFP 26-1400, with proposals due November 3, 2026. The solicitation establishes a competitive process to identify a qualified financial institution to provide comprehensive depository services including account management, cash handling, check clearing, wire transfers, and related banking services for state funds.
The scope encompasses general account services, depository services, paper disbursement and reconciliation, online account reconciliation and reporting, ACH services, EDI payments, integrated payables and receivables, wire and funds transfers, information services, and investment and custody services. Responding institutions must demonstrate experience with public sector banking, financial stability, adequate deposit insurance coverage, account management features, wire transfer capabilities, compliance with collateral pledging requirements, and reporting systems meeting state treasury standards. The Investment Policy document establishes the framework for evaluation, including requirements for collateralization, interest-bearing and non-interest-bearing account management, and reconciliation procedures.
The contract is anticipated to be multi-year with potential renewal options. The fee schedule indicates service volumes including 4,700 monthly balance and compensation recoupments, 98 depository service items, 146 checks paid, 35 ACH received items, 13 wire template transactions, and 162 discretionary data entries, among other transaction types. The state may consider incumbent performance history and existing banking relationships in the evaluation process. Prospective bidders must respond to the Expected Bank Services Questionnaire, which functions as a pre-qualification assessment of operational capacity, technical infrastructure, customer service capabilities, and regulatory compliance before formal bid submission.
