About this opportunity
The Town of Hopkinton, Massachusetts, acting through Hopkinton Youth & Family Services (HYFS), is soliciting quotes for public relations and marketing services to design and deploy a mental health awareness and stigma-reduction campaign under the Commonwealth's statewide contract PRF86 for Advertising, Marketing and Event Planning Services, with quotes due September 14, 2026 at 10:00 AM.
The contract is awarded on a fixed-price, lump-sum basis with a total budget not to exceed $15,000, funded through the Mental Health Awareness Training (MHAT) SAMHSA grant program. The scope includes developing branding and messaging frameworks, creating digital and social media assets for multi-platform distribution, designing print collateral such as posters and flyers, and producing sustainable asset packages with editable source files and templates. The campaign will promote the HYFS mission, the 988 Suicide & Crisis Lifeline, Interface Outpatient Referral Service, and the HYFS Resource Center. The contract runs from notice to proceed through March 29, 2027, with key milestones in discovery and strategy (Month 1), production of core deliverables (Months 2–3), deployment support (Months 4–5), and final asset handover (Month 6).
The vendor must demonstrate experience in public or mental health and municipal communications, capability to begin work within 14 days of contract execution, ability for virtual or in-person collaboration, and quality of previous campaign samples. Proposals must include a feasible work plan and itemize labor, asset production costs, and third-party expenses within the $15,000 cap; travel reimbursement is not allowed. Selection includes demonstrated quality and creativity of previous work, feasibility of the proposed plan, and ability to deliver all scope items on budget. Submission requires a current W-9, Certificate of Insurance naming the Town of Hopkinton as an additional insured, prevailing wage certifications if applicable, required statutory certifications (non-collusion, tax compliance, corporate vote authorization), and references from at least two professional clients, preferably from public sector or mental health non-profit organizations. Questions are due September 8, 2026 at 5:00 PM to rpatel@hopkintonma.gov. Payment is made in full upon completion and acceptance by town officials.
