About this opportunity

The Town of Ware is requesting proposals from qualified environmental professionals for implementation services on the Ware Brownfields Cleanup Project at the former American Gas Site on Monroe Street, with proposals due August 26, 2026 at 2:00 p.m. Proposals are restricted to firms prequalified under the Massachusetts Division of Capital Asset Management and Maintenance (DCAMM) Environmental Engineering, Diagnostics and Testing contract (PRF77) — this is a mandatory cooperative-purchasing vehicle that filters all eligible bidders.

The scope encompasses a six-task structure: programmatic task assistance, pre-remediation planning and documentation, community outreach and engagement, remediation contractor procurement, remediation services oversight and documentation, and post-remediation tasks. Deliverables include a cleanup plan, Community Relations Plan, Analysis of Brownfields Cleanup Alternatives, Quality Assurance Project Plan, bid specifications, bid review, and cleanup oversight. At least one staff member must hold a Massachusetts Licensed Site Professional (LSP) certification. Work must commence immediately upon contract execution and be completed by July 31, 2027, before the EPA grant deadline of September 30, 2027. The site is a 1.26-acre town-owned parcel contaminated with physiologically available cyanide, polyaromatic hydrocarbons, extractable petroleum hydrocarbons, and lead from manufactured gas plant operations (1871–1930); the cleanup plan targets removal of approximately 600 cubic yards of impacted soil to five feet below ground surface, with potentially an additional 690 tons of material excavated and replaced with clean backfill.

The total EPA Brownfields Cleanup Grant available for both QEP services and cleanup is $482,400 of a $500,000 grant award. Proposers must demonstrate at least five years of relevant brownfields and Massachusetts Contingency Plan compliance experience, provide three reference letters, and maintain General Liability ($1,000,000 per occurrence), Professional Liability ($1,000,000 per occurrence), Automobile Liability ($500,000 per occurrence), and Workers Compensation insurance. Evaluation weights cost at 25 percent among comparative criteria; minimum criteria include completion of required documentation, demonstrated capacity, and reference verification. Proposals submit via email to Paralee Smith (psmith@townofware.com).
