About this opportunity

The Commonwealth of Massachusetts Department of Developmental Services (DDS), Metro Region, is requesting proposals for mechanical engineering services under Statewide Contract PRF69, Category 3, to evaluate the HVAC system at 204 North Street, Norfolk, Massachusetts and provide repair and replacement recommendations, with proposals due July 31, 2026 at 4:00 p.m. through COMMBUYS to mark.a.tardiff1@mass.gov. Attendance at a mandatory site visit on July 15, 2026 from 10:00 a.m. to 11:00 a.m. is required; confirmation of attendance is due July 1, 2026 at 3:00 p.m.

Vendors must analyze two non-functional AC condensers and a 2023 oil-fired boiler heating system, and submit a comprehensive report with separate line-item costs for repair and replacement options. Demonstrated familiarity with the specified HVAC issues is a stated evaluation criterion. The facility photographs are attached to assist in scoping work.

Evaluation criteria are mandatory site-visit attendance, cost of the report with separately itemized repair and replacement costs, ability to deliver the report by the proposal deadline, and demonstrated familiarity with the stated HVAC problems. All terms and conditions of Statewide Contract PRF69 apply and supersede vendor terms. No prepayment is made for services not yet rendered; no sales tax or travel, delivery, or other surcharges may be included in invoices. Payment is made within 45 days under Massachusetts Bill Payment Policy. Contact for bidding questions is Mark Tardiff (781-788-5286); contact for technical and site questions is Sean McGorty (774-217-0678). The geographic service area is the South Region.
