About this opportunity
The City of Port St. Lucie is requesting bids on preventive maintenance services for approximately 25 bridges and 159 water control structures under IFB, with proposals due July 16, 2026 at 3:00 p.m. and questions due June 23, 2026 at 5:00 p.m.
The scope encompasses lubrication of structure gates, mowing, and litter removal performed up to six times per year at fixed unit prices across all service locations. Work is scheduled Monday through Friday from 7:00 a.m. to sundown; outside those hours require special authorization and noise permits. The contract explicitly excludes structural repairs for spalling, cracking, or delamination. Pricing shall be submitted on a per-unit, fixed-price basis with all labor, equipment, materials, and supervision included in quoted rates. No minimum order quantities or volume guarantees are established.
The contract term is three years from execution, with two optional one-year renewal periods at the City's sole discretion. The City will evaluate responses using best value analysis, considering contractor experience, ability to meet specifications, capacity to perform, financial viability, pricing, and local preference where applicable. A bid bond or deposit equal to 5% of the total bid amount must be submitted within ten business days of bid opening.
The contractor must obtain all required permits and licenses at its own expense and maintain comprehensive insurance: Workers' Compensation, Commercial General Liability ($1 million per occurrence), Business Automobile Liability ($1 million), and Pollution Liability ($1 million per occurrence), with the City named as additional insured. Payment terms allow the City not less than 30 days to remit invoices submitted to the Project Manager.
