Bidders must possess a minimum of three years of relevant electrical experience; assigned personnel must hold at least two years of experience and appropriate Texas Department of Licensing and Regulation electrician licenses. The contractor must provide a minimum of three verifiable references for similar services within the past three years, submit signed HHS Solicitation Affirmations (Exhibit A) and a completed Pricing Sheet (Exhibit C), and complete background checks on all personnel prior to work commencement.
The scope encompasses quarterly and annual preventive maintenance, indoor and outdoor wiring, circuit breaker repairs and replacements, electrical panel upgrades, lighting installation, GFCI outlet installation, capacitor and transformer repairs, utility pole repairs, underground repairs with trench work, and natural disaster recovery services. The contractor must respond to service calls within four hours during regular business hours (Monday through Friday, 8:00 AM to 5:00 PM Central Time) and within one hour for emergency calls. Services outside regular hours require prior written approval and command a higher hourly rate; state holiday services at HHSC's request are billed at the regular rate. Pricing must be submitted as firm, fixed prices on Exhibit C, inclusive of all labor, equipment, materials, and supplies.
The initial contract term runs September 1, 2026 through August 31, 2027, with no renewal options. HHSC reserves the right to extend for up to one additional year at its sole discretion. Insurance requirements include workers' compensation with a $1,000,000 employer's liability limit per accident, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile liability of $1,000,000 combined single limit, professional liability of $1,000,000, and umbrella liability of $1,000,000. A HUB Subcontracting Plan is encouraged but not mandatory. Questions are due July 13, 2026 at 5:00 PM, with responses posted July 16. An optional on-site visit is scheduled for July 10, 2026 at 10:30 AM at 1401 S. Rangerville Road, Harlingen, TX 78552. Award will be made on best value to the state, considering qualifications, ability to meet performance requirements, and price.
